I duly receivid 8th of May with the Despatches Papers, Reports and Plans relating to the Hong Kong Water Works. I have carefully noted both the Reports. and the Estimates and have considered the question fully with a view to suggest works of a practically useful character which

be executed at a greatly reduced cost and yet be efficient and capable of further extensions without waste of capital.
